Exactly the same issue; luckily only listed one item on Saturday when I noticed the $1.65 fee (I have the 40 free per month). Even today, after others have informed them, everytime I try to add, the charge comes up.

However, I relisted a few things on my phone & no fee. But adding new listings is a pain compared to doing it on the home computer I find.

Have a stack of stuff I'm trying to list; hopefuly a fix is sorted soon as it's absurd this issue should persist. False advertising!
