I recently had a buyer who did not pay in spite of being reported to Ebay. On advance search I discovered the buyer won quite a number of items but paid for very few. I would be interested to know whether any other seller has a link I could be referred to to see exactly how Ebay communicates with NPs. Surely this buyer should have been deregistered for theirr consistent refusal to pay. If all sellers who have come across a NP reported them and blocked them from bidding we may weed some repeat offenders out.
There is no need to report them or manually block them either. There is an automatic system...
Just go to My Ebay > Account (tab) > Site Preferences > Buyer Requirements.
Switch on all the blocks in there, specifically the one to block bidders with 2 or more Unpaid Item Strikes in the past 12 months. The block allows them ONE chance only - 2nd strike and they are "out".
Then, just raise Unpaid Item Disputes for every non-payer. And encourage other sellers to do the same. It's by far the best way of stopping the deadbeats
