If the buyer has paid via PayPal with the postage and picking it up, you can do a part refund in PayPal for the postage.

Or you can refund the whole payment and ask the buyer to just pay cash on pick up but if they insist on PayPal then you send an eBay invoice with 0.00 in the postage section so they can repay using PayPal.
