Only very large accounts qualify and you still need to be chosen by eBay, it's not automatic for reaching a certain level.

We've just been notified eBay has "paused' the account management service. Which is a shame, we actually thought eBay was getting somewhere with their communication and service towards business sellers. Hopefully, it will come back soon.
