It is not unusual for Paypal to require you prove your identity by providing evidence like your passport, driving license, recent utility bills etc when there is a sudden change in the usual pattern of use.

If you can provide that proof then your account should be released and you may be able to withdraw the money however for such a large amount Paypal may put a hold on it for a further 28 days or until the buyer leaves positive feedback.
