Yep, so the fees and charges now read that if you are sending a payment and fund it with a credit or debit card, there will be a 2.4% processing fee (plus fixed fee), but if the payment is funded by an international credit or debit card, it's an extra 1%.
It's a bit unclear how that applies to commercial transactions, though, because it says "If you are a sender registered in Australia and you fund your payment entirely or partially by international debit or credit card, you will incur an additional 1% processing fee on the amount funded by that card" but it has it under the receiver section in the fee table, and of course the receiver doesn't fund the payment. o_O
If you're the receiver in a commercial transaction, the 2.4% and fixed fee is taken from the payment total and the sender doesn't incur any direct charges from PayPal, so I guess they mean if your buyer uses an international card it will cost the seller an extra 1% ?:| (For a personal transaction, the sender can choose who pays the fees, but in a commercial transaction it's always taken from the receiver's total).
