I just did it on this (posting) ID tonight. You get to the end and then have to set up payment options, then do the Phone Verify thing. I ended up having to use my Mobile in the format (04) 12345678 because my home phone wouldn't work! Anyway, after I did that, it teleported me back to the listing which had been saved as a draft.

same thing happened to me. It said there was a problem with my phone number, but my number was fine setting up my other id
