No you wouldn't. Paypal keep the (usually) 30c transaction fee and have done so for years.

The problem for the OP is that they won't be able to cancel with the partial payment still there. And thus won't get the FVFs refunded, which are almost definitely more than 69c.

The only thing I can think of is to open a cancellation request with the buyer and hope they agree to it and state that they've been refunded. That MIGHT complete a cancellation and fee refund.
