what happens to the non payer ,?,ive been waiting over 6 months for someone in czechoslovakia,and had item sent with postal tracking number, they have agreed that they got it but only recieved e-mails back written in Czech, SCAMMERS.

It would appear from your post, you may have sent the item before receiving cleared payment. As with any other internet site, never ever send the item until the money is cleared into your paypal or bank account. If this is what has happened, unfortunately you have probably lost your item. It would be worth using a translator service though to check the messages.
I recently sold a reasonably expensive book to a customer in Columbia. It was right on the limit I have for using tracking so winged it.... no tracking. Of course the inevitable happened, a few messages and then item not received claim. I just paid up thinking I had been scammed, but a few weeks later the buyer informs me it has turned up and offers to repay the money.

Just because the messages are in Czech does not make them a scammer. Maybe they do not speak English so your message may be a mystery to them too.
If you use the ebay message system you get a warning about language problems and re told that the messages will be sent exactly as written by the sender.
