I'm very sorry about your loss.
The whole process of disposing of a loved one's belongings after death is upsetting enough without having selling limit issues.
Because you haven't sold for some time, eBay will have now classed you as a new seller, and they imposed those limits as risk mitigation for them.
Emailing eBay will be useless. Don't even bother with it.
