No photo ID

So with the new managed payments, you need a valid form of photo ID. I do not have a valid passport or drivers license. I only have a passport that’s expired, student ID Or my birth certificate. 
I told the person who was trying to assist me on chat and all they had to say was “renew your passport or get a drivers license” both of which take a fairly long time to do in australia and takes $$$. 
so what happens from here? I can’t find a number to call or anyone to help me. I have money that is available to be withdrawn But isn’t due to this.
