Sounds like you need EBay’s managed payments dept to give you a call - here is how you can receive a Phone Call

At the top of your eBay page Click on Help - when this opens type in Managed Payments - when this opens you will see Options, click on the option that reads “ Start Getting Paid on EBay ” when this opens Scroll all the way to the bottom of the page and Click on “ Have us Call you ” you will then have someone from the Managed Payments Dept give you a call , you will then hopefully will be able to sort out your problem
