The buyer wanted to get the item through Global Shipping Program so he would be able to see total amount including any customs and/or taxes when checkouts. Also he told me that if the item is listed through Global Shipping Program, ebay would cover both sides if something goes wrong. He contacted ebay about this.  

But I found out that it only works for USA and UK only. So I tried to relist on USA ebay to see if it works. He purchased the item through USA ebay without paying, but it didn't work. So I canceled the order.

Now I am not sure if he is a scammer..
