Are you saying you sold items without being signed up to Managed Payments and verified to sell?

 

IS your bank on the list?  is it an Australian bank?

 

As a new seller your funds are on hold for 30 days regardless, maybe even longer since you were blaming your buyer for your mistake

 

Plus leaving feedback wanting your money is not going to achieve anything, not the responsibility of the buyer either

 

 

You need to meet your obligations as a seller to be paid

 

They don't 'refuse' to give your your money, you have not meet the requirements needed to be paid
