Yes thanks for your help, I'm positive I read in Managed Payments my account number is registered there.  Pack and Send have emailed me and noted delivery completed.  They sent a small snapshot of the Star Trak delivery note saying completed. 

I've done everything right,  something has happened that ebay sees the item as undelivered of which i won't get paid until that occurs,  and it didn't.  I think I have nowhere to go on this as ebay doesn't offer a contact to be able mark it sent.
