Blocked buyers

blocked a buyer a few months back  when I determined that they were trying to steal from me claiming that they had never received the item when in fact they had. But last week they made another purchase from me using the same Ebay name. So I'm wondering how they can do this when I have blocked their username?
I actually took a screenshot when I went to block them again, and realised I already blocked them.
They stole $33 from me. 

 

I did try to get a call back from ebay in the help section (because their chat people are useless), and after having taken note of their hours, today suddenly they weren't working at 11am friday;

Cancel the sale with reason, something wrong with buyers address, (it is on your blocked buyer list)

This is how I have previously been advised to proceed in such and similar cases.

different ISP.....work & home?????

Surely the ISP shouldn't matter, it's the username that's been blocked. 

 

If a blocked buyer can just go to a different location to circumvent a block, then we'll all have trouble with a problem buyer at one time or another.

Sometimes they change their user name ever so slightly, I had this with a guy that bought hundreds of dollars of stuff then said he never got it, over 6 shipments, but then said he did once he got a refund. I did what the previous person said - send a refund and say problem with buyer address and block the user name again. Good luck!

Cancel it and ignore them. Anytime you see "I bought something and it was cancelled with no explanation" as a review, you know it is a problem buyer. You can read the reviews they send just as easily as they can read yours. 

That really should not happen, that a blocked buyer can bid. I'd be checking that user name as it could be they did something ever so subtle, such as add a full stop somewhere or whatever, to make it 'different'.

Go over it with a  fine tooth comb.

If they did make a small change, that could mean they are trying to get around the block and that is against ebay policy.

 

But I'd definitely try what others suggested, cancel with the reason problem with buyer's address. That gets you out of the sale without any penalties. Then block that user name too.
