If you generated the labels and failed to cancel them within 5 days,
then the charges are valid. The charges apply once a label is generated,
not printed.
The fact an item shows as delivered, does not mean held funds are
released. If the buyer also leaves +ve FB, you can contact ebay CS and
request funds are released early, however this is purely at ebays
discretion.
Ebay CS will tell you the same as twyn, they may also tell you that if
you force the sale completion, you run the risk of INAD claims, -ve FB,
return of damaged items, loss of ebay fees, dispute fees and a sales
