This entire discussion is about the eBay flat rate extra small satchels price & size in comparison to the eBay flat rate small and medium satchels... so yes, despite your complete misunderstanding of the subject, it is definitely about eBay flat rate satchels.
Just to further clarify for you, they are the only type of satchel mentioned in the OP, and exactly what is being discussed throughout this thread.
