Impossible to enforce. As said earlier how do you make a buyer go and turn on the PC and click received?
Only possible way to make it mandatory would be to prevent buyer from purchasing again until they completed that step - and nobody wants that, especially sellers.
While FB is important to a seller, we sell to make money - not collect green dots 😉

This is meant in a nice way, you contradict yourself saying that FB is important to Sellers then say you are only in it to make money not collect green dots. Those green dots are your reputation and form part of your FB so even if you are just in it for the money they should mean something to you,
