Unfortunately you can't do much about PayPal. PayPal seller protection requires registered post or click & send receipt.
But you can claim lost parcel to Australia Post. They will try to track it down. If you are lucky they might find the parcel. But if not there is not much you can do. Australia Post won't compensate for lost regular post parcel unless it's registered.
