The above post is quite correct, but in addition to what was posted above, make sure the Paypal person to whom you're speaking fully understands that you are covered by the Australian Paypal terms & conditions, not the US ones under which your claim was wrongfully rejected.
That should be sufficient to have the decision overturned, but if not, the threat of a complaint to the FOS should see them change their minds pdq. 😉
