when I mouse over ebay sites (home page under Legal & more) the flags show, if that is the flags you mean?

LOL, yes that is it; Legal& more is so pale blue on my computer I did not see it until I started to look for it.  I just kept scrolling and looking in the right corner, or looking up around the top.
