Tell your friend to open a non paying dispute 4 days after the sale date and time and if they still have not paid 4 days later from time and date of opening it then close it and give them the strike they deserve and add the to the blocked bidder list Add an eBay user to my Blocked Bidder/Buyer List

Time wasters are a pain.

Also put in place the blocks to stop non payers with strikes from being able to bid/buy.

To put these blocks in place hover your mouse over account in your my eBay page and from the drop down click on Site Preferences then go down the list till you see Buyer requirements and to the right of that click on show then click on edit. From there you can put in place the blocks you want, to stop those you want to block from purchasing from you.
