eBay wants sellers to keep the price of postage to a minimum, yet imposes this `levy` on top of Australia Post postage.

You are totally incorrect. In Australia, at least.

 

The only time eBay Australia charge sale fees on postage is if 'free' postage is offered. They DO NOT charge any fees on the identified postage costs of an item. Paypal do, but that is because they charge on the total amount of the transaction, which is logical. And legal.
