A system for sellers to rate buyers on how the seller feels the transaction went sounds good to me. If buyers can weild alot of power, why can't sellers? Non-payment isn't all that big of a deal in the end, as 99% pay on time, so it's more than just UPI that is the issue. In addition, BBL is just for one specific seller - it doesn't apply to every seller.
There should be a system where sellers can rate buyers on something more than simply payment or non-payment. Buyers can do it and trash a seller's feedback in an instant. There should be an option for the seller to respond appropriately and have it visible to potential sellers - too many negative ratings from a seller and the buyer gets a strike. It's about both sides leaving fair feedback on the transaction, start to finish. The notion that payment is all that constitutes a positive or a negative (from a seller) is wrong.
