If not block them automatically, it would certainly be nice to know how many they have opened, then we could add them to our BBL.


Yes. Things do go missing. I have launched  3 claims in 6 years. All coming from Canada so I would hardly describe myself as a serial offender.



But what you said was that you would like to see people who have made 2 or more claims. Person who gets their mailbox raided, or who lives in an area with stealing postie, may lose several parcels before some remedial action is taken. 
The way to handle lost parcels is filling "missing parcel" forms at the PO (you may have to be quite insistent, as the staff does not like giving them out) and let AP deal with it.  How other way can AP pin point where they have problem?  If people report every missing parcel, it would become very quickly apparent if one person claims repeatedly they did not get a parcel, or if parcels go missing in certain area that is delivered by certain driver.
