When someone goes through the checkout, before they even select a payment method, their primary shipping address that is on file with eBay is automatically loaded as the ship to address. They can change it at that point, or there's one more opportunity to change it after they select their payment method and confirm the payment.
Once the checkout procedure is finalised, no matter which payment method is selected, the address that was confirmed during checkout becomes the address displayed on the seller's order details (the order details do not become available unless a buyer has completed checkout).
The address on the order details are - the address confirmed during checkout, the address on the PayPal payment notification, and the address that's loaded into Click & Send. 😉
That is, the address the buyer confirms during checkout is the eBay address, it might not be the one they have registered as a primary delivery address, or where they live etc, but for all intents and purposes, it's the address on file with eBay that that shipment is meant to go to.
