Does best = the most protection to guard against damage in transit, and so forth, or does it = cheapest?

For the best of both worlds, this is what I did with some DVD box sets I had a while ago...

I wrapped the boxes in foam wrap, it's sturdy, cushioning, and doesn't pop so doesn't lose its effectiveness. Then I wrapped in bubble wrap. If sending more than one box set in the same package, the individual boxes were wrapped in foam, then they were arranged together and wrapped as a package in bubble wrap. Then I cut cardboard to size and enclosed the boxes in the cardboard and taped the sides up for a custom fit, makeshift box. Then I would put them in satchels (C&S flat rate), filling the void with foam peanuts or other cushioning material. 

That was before flat rate boxes, which might be a better option depending on size and weight.
