It's a tool that merges listings into one multi-variation listing, and AFAIK can only be used on clothing listings (eg if you have 4 different listings for the same item in different sizes and/or colours, you can merge the listings without - I think - losing sales history).

It was one of the changes that was announced a few months ago - I hope that means the variant listing format has been rolled out to other categories.
