So why should the seller have to pay the charges ?


If the seller is operating as a business, their buyers are paying the fees...it's just not explicit. 

 

I get that casual sellers who sell an item, particularly at auction, can look at the final price achieved and think about how much more they'd get in their pocket if PayPal wasn't involved (if/when their buyers pay that way), but that neglects to take into some (admittedly unquantifiable) variables, such as whether the price would have gone that high if it was offered to a smaller market and/or where the buyer couldn't access a safe payment method.
