I'd say the most likely reason is because we allow non-eletronic payment methods in Australia, and some of them can take more than 2 days to process (especially mailed cheques/money orders). Still, if a seller only accepts electronic payment methods that are fully integrated with eBay's checkout, I can't see it being too hard for the 2-day option being made available.
Just for everyone's information, yesterday I had a play with the shopping cart and can confirm that if you add several items from a seller who provides automated P&H discounts, the discounts are applied and displayed in the cart. You can also add immediate payment required items to the cart and continue to shop, so for anyone prepared to only offer PayPal and has resisted immediate payment required purely because of P&H discounts, that problem is one step further to being solved. (I'm not sure if everyone has the cart now, and I think there's going to be a teething period as buyers get used to it).
