They are not prolonging payment.  All it means is they do not have a CREDIT card  linked to their PayPal account.  

And so PayPal dreamed up this idea of an e-Cheque.  Whereas with normal banking practice it takes 3 days for a paper cheque to clear, PayPal stretches it to 5 days, even though the money has been taken from your bank account on the day payment was made - wonder how much money PayPal makes on the short term money market...!!!
