I finally found www.resizemyphotos.com which does work, I have to go through about another 4 steps to do it but I can now upload.

I have been using the picture editor that comes with MS Office. That has done the job easily.

Called  Microsoft Office Picture Manager. The version I have is from Office 2003 and that still works just fine.

You can choose to either manually change the size of either axis.

Or to keep the aspect ratio the same you can just scale the whole pic UP/DOWN by a percentage.

Worked very quick and easily for me.
