Yes and they should have done it years ago .. what they did instead was develop "Best Match Default" .. best match default was SUPPOSEDLY meant to be the turn-key solution that was going to KEEP THE SELLERS UNDER CONTROL AND allow scammers to be trained into nice people who would from that day on trade fairly and thus allow ebay to ignore their gouging and slippery underhanded behaviour.
Ebay may think they are making more money due to their infuriating policies but are completely blind to what could have been .. hence many of us (like you) are looking to escape this unbalanced trading environment.
As for the apathy thing .. yes that is a big part in the lack of response to important matters .. people really have had enough blathering and very few give a stuff or have the energy to try to communicate with the management and improve ebay. The biggest discussions on these boards are about sellers complaining they can't leave buyers negative feedback .. it really is a laughable situation ..
Sorry to hear about you being ripped off on ebay .. it has happened to me a few times as well and never saw a penny returned as the scam artists knew the system well enough to scam it .. one of the scammers is still allowed to trade here years later even though they are selling warranty write offs etc. That is totally illegal by Australian Law but we are powerless to stop this .. ACCC and consumer affairs etc does bugger all aside from PR lip service .. I do hope that you get some sort of justice and ALL your money returned. I am sure ebay is well aware of the scammer but what you are supposed to do now is let payapl handle that side of the transaction etc etc etc etc etc etc etc and ebay looks the other way ..
