They want to try to under-bid the second highest bidder, basically, win the auction, re-neg on their bid and cheat the next bidder out of the item.

I don't see why I should do it. I've found that replying to their first request with a 'no' and say that non-payment will be reported, then ignore all subsequent requests. This  usually works.
