My opinion is that eBay will not act proactively, they will wait until the feedback is left and then determine if it breaches any rules. "Everyone is entitled to their opinion"

 

It really will depend on what "among other things are" as eBay did recently block a buyer from leaving me any feedback at all.

 

(In short, I would not accept money from them to remove feedback (before I had even left it) and then I declined more money to close the PayPal dispute (not a claim) before they would address my broken item and determine how to resolve it. They then purchased an item off me and told me they did it with the express intention of leaving me a neg if I left one for them. and on it went until they finally offered me a full refund and keep the goods (bought 2, only one was broken) if I would remove the neg I did leave them.

 

Heaps more involved, but the point is, depending on the circumstances, eBay will block a buyer from leaving you feedback and will also remove any follow up feedback they choose to leave.
