Due to abuse of this function, it was removed by eBay about 5 years ago and substituted with a proactive and far more postive method for sellers to protect themselves from serial non paying buyers.
When a seller encounters a buyer who does not pay, by going through the process of a non payment dispute, it not only provides an avenue for arbitration and an opportunity for the parties to finalize their transactions, but also if unresolved, the non payer is issued with a strike against their name.
Now here's where the really good bit sets in.
Sellers, when determining which members they would like to trade with can exclude those who have a history of non payment if they want to.
So, ensure that you have your buyer blocks in place and for extra security, add their ID to your individual blocked list.
Some people can go their whole lives and never really live for a single minute.
