How would it matter if the buyer had a 63% rating or even a 2% rating. Sellers are not going to check out bidders (how can you do that if you are selling hundreds or thousands of items), and if someone 'buys it now' what can you do if you then see a low rating? You still have to go through the process.

 

It is far better to be able to put blocks in place for serial non-payers.
