Non Store holders are NEVER offered multi thousand listings. And it was 100,000, actually.

Presumably eBay reckon that store holders are more likely to be able to use 1000+ freebies, whereas non-store holders seem to not list without freebies and probably don't have 1000s of items ready to go.
