If you pack in a waterproof membrane first, like clingwrap, colour leaching is not an issue, and your peanuts tissue paper can be any colour.

I prefer plain, white, new tissue paper.

that way, the item can be stored in it if needs be without worrying about any leaching over time. If it is to be popped on a shelf and put aside for a while, or just to keep things a bit separate.

glad wrapping first...hmmmmm...it's an idea but I will stick to plain white 🙂

As for including sweets, it is a "sweet" touch unless it is warm weather. There is a risk the little goodies melt onto the paid for item and the buyer gets unhappy. So maybe those, should go into a little ziplock.

Whilst most goods sent are unpacked within a short time frame, I think acid free paper is the way to go to prevent leaching as Amber notes as well as prevent tarnishing of silver or dulling of other goods. 

A thicker tissue paper is not necessarily always the best choice. It depends on the type of item you are packing.  For example, for finer silks or items with delicate bead work, soft thin acid free tissue paper is usually recommended.

I received some lollies in a package once.

They were awful. 

Not that I would hold that against the seller, but I was already pretty miffed at how the transaction had gone, so horrible-tasting lollies definitely didn't make the transaction more palatable, so to speak. O_O

In the case of the Haribo gold bears (gummi bears) I am talking about the teeny sealed "mini packs" that come in multi packs.

I had a plastic tub of these mini packs from Costco one time. I would never contemplate sending something edible that was unsealed.

True, but then, how many things do I want to glad wrap and then gift wrap?

But it is a great thought if I have run out of white - so cheers!
