Handling charge on postage

My question is, how do I not burst out laughing if ebay trust and safety asks me what the handling fee is for and decided if its a reasonable amount.
Here is why I ask.
I grant ebay the right to charge selling fees on postage
.When it comes to an international sale, and the postage for the item goes from $5 localy , to $50 international ,someone other than me, has to pay the estimated fees of $5 from ebay and Pay Pal on this postage
.ebay say I can charge a "handling " fee but its not to be for the use of Pay Pal or ebay selling fees Other than the named two reasons why am I charging a handling fee on international sales .As long as I dont state exactly what the handling fee is for its all good with ebay. Sounds like ebay wants it cake and eat it too.
Other related questions are how not to get a destroyed star rating over the cost to post items internationaly if you add a handling cost that I assure ebay is not for ebays selling fees on the postage and Pay Pals fee
