If you use the calculated option, that will show the postage cost to the postcode of the member that purchases or looks at your listing.
And in the International section select No International postage.
Now go to resolve a problem and send a mutual cancellation in which the buyer needs to accept.
When he does, you get your fee credited back and you are free to relist.
