I have experienced something like this before.

eBay could not see any issues on my end (seller) or customers end.

I found the problem out myself though - my email address that I used for ebay/paypal was having an issue (domain was offline) - I got that fixed (contact my webhost provider). Got e-mails working - sent invoice again and it worked..

Of course could be a different issue for you.
