Agreeing to doesn't = agreeing with.
Voicing an opinion about changes one agrees to (but doesn't agree with) doesn't = an expectation of change, but raising a complaint is more constructive than saying nothing, also more constructive than "why are you even bothering?".
No it isn't especially if no one is listening. ( no one that can make any difference)
