A definite, flat out, no... raising or discussing a complaint can never be constructive if it isn't heard / taken notice of / result in a change?
I don't understand how you can say that, unless you believe that the only reason people want to discuss things on the forum is to get eBay to change things - personally, I believe (actually, I know) people discuss issues and raise complaints for a variety of other, quite constructive reasons.
Sometimes it's about catharsis, sometimes it's just about finding empathy, sometimes people discover different ways to work around or deal with problems by discussing it with other people - all those things can make a huge difference in the general disposition of a seller, their approach to their business, and possibly even their success, and that's constructive whether eBay are listening or not.
