Most of the sellers are scammers. The items don't actually exist. They list them cheap because they know buyers will pounce on them. There is absolutely no buyer protection in those categories. Some informed buyers know to ring PayPal and PayPal will eventually issue a refund, but majority of buyers lodge a claim and are told there is no protection, so they can't have a refund. So, they write it off as a bad experience and don't pursue it any further.
The scammers know this, so for every 100 they sell, they know that 95 people can't get a refund, so they get to keep the dirty money. EBay knows this goes on, but you have to move heaven and earth to get them to remove the listings. As soon as the listings are removed, the scammers start a new account or hack another one and start all over again.
