This is normal.  Im not understanding what the issue is.

Of course Ebays policies dont apply equally to everyone. Ebay has different contracts with different businesses. The same as every other business on Earth.

And no, not everyone has to adhere to all or some policies OR T&C's - not even you. Policy and T&C's are not law. People on this board seem very confused as to what "policy" actually means.   Often, policies and T&C have zero legal standing. Theres only a few things that businesses legally have to cover in these things, and a few things they need to keep out. Beyond that, its a free for all.
