Insurance for Australian items not allowed

Please could anyone shed some light on this......

 

I sell small items, usually about $2 - $4.50 & offer 3 postage services via Australia Post: $1.00 standard post, $3.90 registered & $6.00 express post (yellow envelopes)

 

Just went to list one of my items and was not allowed to offer my usual "registered post" options, because "optional or mandatory insurance for the buyer is  no longer allowed"and must be included in a handling fee or as a part of the item price.

 

What?!   How do other sellers  deal with this? I can't offer insurance or MAKE my buyers have insurance? I don't understand what i am meant to do?  I could not add registered post to my $2.50 item (that would make it $6.40 with registered post) just to deceptively add that it's now free post. How is that honest? 

 

Can anyone offer advice?

 

At my wits end with ridiculous expectations from eBay!
