I charge him for $96 dollars for the delivery
Does that $96 include tracking and signature on delivery? Sending to a 0 feedback buyer in Mexico, I wouldn't send it without those 2 things.
If you are inexperienced and plan on selling items that are a target for scammers, I suggest you limit to where you will send overseas. I would also consider blocking buyers who haven't gone through phone verification. Most scammers don't verify their accounts.
You can set buyer requirements blocks with this link. You can block buyers with 2 or more unpaid item strikes, buyers who live in a location you don't post to, buyers who haven't gone through phone verfication. It's a good idea to have these in place to protect yourself. http://offer.ebay.com.au/ws/eBayISAPI.dll?BuyerBlockPreferences
To exclude certain countries, use this link http://cgi5.ebay.com.au/ws/eBayISAPI.dll?ExcludeShippingList
There are some countries you should block from sending to for any number of reasons. A higher incidence of scam buyers, corrupt main services, strict or delayed customs, just to name a few. If you list something like a phone, you will get buyers from African countries offering to buy it for more than you have listed it for. That can also happen with game consoles as well.
All sellers should have blocks in place to try and protect themselves.
