i have seen them but i forget where.  perhaps its an esky .. medical or suchlike. ice in the crock and whatever needs to be kept cool in the inner container.  if it isn't medical or mortinalia i'd say food. the lid does look like a commode pot lid however .. but i cant understand a commode having holes as that would tend to defeat the purpose somewhat 🙂
